Duties

Help

The selectee will serve as the evaluator for the Merchant Marine Medical Evaluator Program (MEP) responsible for determining Merchant Mariners are fit for certification to ensure the safe operation of commercial vessels.


Being a Coast Guard civilian makes you a valuable member of the Coast Guard team.

Typical work assignments include: 

  • Evaluating the medical and physical suitability of medical certificate applicants as required for a Merchant Mariner Credential (MMC).
  • Interpreting results of medical examinations and evaluations.
  • Reconciling contradictions, conflicts, and inconsistencies in submitted documentation.
  • Issuing medical waivers to applicants with certain medical conditions.
  • Conducting work in accordance with the Program's Mission Management System (MMS).

All qualification requirements must be met by the closing date of the announcement. This includes Time-In-Grade requirements for current status employees applying through merit promotion procedures. Status applicants applying for a promotion must have 52 weeks of service at the next lower grade.

Qualifications

Basic Requirements: All applicants must meet the following basic requirements:

 
Licensure: All applicants must possess a current, active, full, and unrestricted license or registration as a Physician Assistant from a State, the District of Columbia, the Commonwealth of Puerto Rico, or a territory of the United States.

Basic Requirements for the GS-13:  Applicant must have one year of specialized experience equivalent to the GS-12 grade level (in the Federal sector).

A minimum of one full year of work experience as a certified physician assistant equivalent to the next lower grade level and completion of an accredited physician assistant educational program is required.

Education

You will be evaluated for this job based on how well you meet the qualifications above.

If you meet the minimum qualifications, your experience, education and training will be rated using the on-line self assessment questions that are based on the following competencies or knowledge, skills, and abilities needed to perform this job:

  1. Knowledge and experience in practical occupational medicine such as fitness for duty determinations and application of risk management principles.
  2. Ability to apply medical knowledge in the review of medical information and soliciting additional medical information from medical staff or the mariner, in order to properly assess the mariner’s medical condition and provide a recommendation on an applicant’s ability to perform duty.
  3. Through knowledge of medical terminology, anatomy and physiology, and ability to communicate this knowledge orally and in writing with the medical staff and the applicant’s medical representatives concerning the medical condition of the mariner or the need for additional information on the medical condition.
  4. Skilled in utilizing standard computer software and other appropriate applications, including use of medical data bases, in order to perform medical evaluations and communicate recommendations or comments.
